So you'll need a constitutional amendment, not just a law to alter that. How about a one-step proposal instead: Step 1: Annex Mexico. Oh, ok maybe we should ask them first. Does that count as a step? It's not like they'll say no or something. It seems inevitable anyway; Let's do it before the problem of illegal immigration to Mexico from Central America gets out of hand. Yeah, I know, I know.
