					<description>I'm not a lawyer, but I'm fairly certain that people born here are guaranteed citizenship 
in the constitution.  So you'll need a constitutional amendment, not just a law to
alter that.

How about a one-step proposal instead:
Step 1: Annex Mexico.

Oh, ok maybe we should ask them first.  Does that count as a step?  It's not like they'll say no or something.  

It seems inevitable anyway; Let's do it before the problem of illegal immigration to Mexico from Central
America gets out of hand.

Yeah, I know, I know.  It's a poor country and we'd have to learn Spanish.  On the other hand -</description>
